Who we are & what we do
Parish Councils are the smallest unit of local government. Exton and Horn Parish Council serves the merged parishes of Exton and Horn in Rutland. Services across the county are provided by the unitary local authority, Rutland County Council.
The Parish Council's responsibilities are relatively limited and include care of the War Memorial, the Town Pump and the Spinney at the junction of Empingham Road and Garden Road. The Council is also responsible for the care and maintenance of the playing field beside the school and the playground equipment.
In 1931 at the behest of the Countess of Gainsborough and her successors the Exton Village Hall was handed over to the village, building having begun after donations in the late 1920's. There is a copy of the document displayed in the Village hall. The successors of the Countess and the Parish Council are the custodians of the Village Hall as joint Trustees and the hall is managed by the Village Hall Committee. (In 2019 the Council sought advice from LRALC as to whether it was a actually the legal owner of the Village Hall and this appears to be the legal situation. A copy of that letter can be seen here.) The Parish Council should always be represented on the Village Hall Committee. The Village Hall is not managed by the Parish Council but a link on this site will take you though to the site where bookings can be made.
There are currently no allotments available within the Parish.
Planning applications are considered by the Parish Council but they can only make recommendations concerning applications and the final decision is taken by the County Council.
Other local services are provided by Rutland County Council and details can be found on their website or by searching the list of local services on this website. Although the Parish Council has now powers in relation to services provided by the County Council it acts as a useful conduit for concerns voiced by local residents, for example over issues of road safety, public transport and perserving the rural environment.
Meetings of the Parish Council are held usually on the first Wednesday of every month (except February and August) in the Village Hall. All residents of the parish are welcome to attend as observers but should contact the Clerk in advance if they wish to speak to the meeting. The Annual Parish Meeting and the Annual Meeting of the Parish Council are held in May in the Village Hall and representatives of local community organisations are encouraged to submit either a verbal or written report to the Annual Parish Meeting.
